Wordpress is the software used to create your website.
Your website files, including all your wordpress files, are all contained on a server (basically a computer that 'serves' the files onto the web).
Your server has an admin panel (in your case Cpanel)
So in answer to your question:
There is no connection between Wordpress and CPanel.
But all your Wordpress files can be accessed on the server using cPanel
WordPress themes are 'activated

The actual template files themselves are stored on the server and can be 'accessed
' via CPanel and 'altered
' or 'edited
'. Using the cPanel details given to you by your hosting company, log into cPanel. About half way down the page you will see a 'File Manager' icon. Clicking on that opens a list of files, and on a WordPress site you need to go to the 'Wordpress admin' folder and then the 'css' folder which contains your template files. so they are at 'wordpress admin/css'
