Unfortunately, and not to be nitpicky, it is difficult to answer your question due to the absence of a clear subject for the verb "to create", which is in fact in the infinitive. If your question is

Then I think the answer would be 'not much', inasmuch as you haven't presented any evidence that you can produce either content or design. If, on the other hand, your question is

Then you need to be clearer about what you expect from this blog, and why you are prepared to pay someone to create a random blog on no particular subject. (Advertising, presumably?)

10 pages? You mean you want someone to post 10 entries up front, and then leave it?

Clarifying what you want this blog to accomplish for you would be helpful. If you are seeking to drive traffic for ads or another site, I'd think you would have some idea to focus the content. I mean, would a blog dedicated to "Frogs I Have Encountered" serve your needs as well as one tracking the hairstyles of Britney Spears, or one dedicated to crash-testing the iPod in a variety of interesting ways?

Don't get me wrong... I'm glad you are seeking to obtain original content legitimately, rather than swiping 10 pages from Wikipedia. But unless you give some idea of what kind of content you want, I think it will be challenging to find someone to do this.
