You may try to participate in the blogger forum and tells about your blog. Submit your site to blog directories , feeds, rss, atom and etc. or submit it to social bookmarking site.

Make it easy for your visitors to subscribe by displaying your RSS feed link in an obvious place.

Also what I'm seeing quite a few blogs do is offer something that only people can get by subscribing to your feed. It varies from blog to blog. It could be a special category of posts or an ebook but the goal of gaining more feed subscribers is the same. Good luck

Redfly is right...sign up for Feedburner, and if using WordPress, install the FeedSmith plugin so all feed requests will go through your FeedBurner feed. It's pretty self-explanatory from there.
