Sorry to sound dumb but I want to be sure I know what y'all are talking about. Is social bookmarking Stumble and other similar sites?

cricket is right , social bookmarking is the way of promoting or submitting the links of your blog as to bookmark, share, stumble and digg by other bloggers. there is a lot of social bookmarking site that can help gain traffic for a site.

Is there a rule of thumb as to how often to submit your blog posts? It seems there's a fine line between promotion and spamming...

Remember, just because you submit to social book marking sites it doesn't automatically gets you traffic! This is a misconception for many people.

Unless your articles are good, other people won't vote for you naturally and it's as good as useless. So just keep in mind that you do want to submit all of your best articles in!

swapw's right! The traffic will purely depends on how you create your article and how you present it to attract visitors. IMO, a catchy title is effective.
