I think that would be the gist of it. Some fine tuning may have to be done after the initial implementation because some links may be accessed less than others due to threat's popularity.

Perhaps some monitoring of clicks, number of times each link is accessed ect. But these are mostly to cover your as in cace someone starts asking questions.

Btw, the code would likely have to go somewhere within the overall_header.tpl
