Audio portal script like newgrounds dome?

Anyone know where I can get a script that does all of the following (I've found plenty that do some):

user registration before upload
allow audio upload
allow audio object tag embed from remote host
let admin blog about audios
let admin feature certain audios
not ion cubed or similar
change-able theme
admin approves all audios before publication

optionally let user blog if I can get that feature
optionally do the same with video as audio

similar but not quite -
http://www.audiosharescript.com/ doesn't have blogging
http://www.mediasharesuite.com/ same as audio share script
http://www.newgrounds.com/audio/ is similar to what customer wants but without the flash, art and games, just for audio
dolphin by boonex is nice but after I configured it to do the specs the search engine friendly links broke

That's a little too specific I think.

You are going to need to get one that is close, and then modify it to do the rest. Easiest explanation I can give really.

Definitely hard to find, I've narrowed it down to (not necessarily in order)

Dolphin - but breaks when I modify it a lot
phpmotion - phpshield is annoying and unfriendly
mediascripts.com/social
rayyz.net
alstrasoft.com video share
mediamaxscript.com audio share or media max
http://www.agriya.com/ volume (also makes rayyz)

These are all great scripts in their own rights but are trying very hard to be social when the goal is to be a music promotion venue.

Right now volume and media max are neck and neck.

I actually made a script A LOT like what you are thinking of a while back for someone. He ended up cancelling the idea because he didn't have any more money to back it.

It was PHP and was about Video, but you could easily put audio in it instead. It had a Moderator panel, admin panel and all of that, but user registration and comment system with the ability to blog about things (news module) and on the homepage was a "what's been added lately" kinda of thing.

Was a year in the making and just ended, kinda sucked for me, except for the free hosting.

I know the feeling. I've written more than one content management system in my day...
