You were able to talk to the person who hacked your forum...? That doesn't make any sense, but okay, let's roll with it.

vB is pretty secure, so anything such as whole or other flaws found would be on vB's website and probably have code patches to fix it.

When it comes to someone "hacking" into your site, it may not be the forum at all, it could be other scripts you have made, or the login to your control panel itself.

You should take these into account first, because most likely it is not vB.

He mailed me his E.mail ID and I talked to him lol

I had 38 Words Password of my site's control panel like this 2*21*2)_&1! etc...
I don't think he entered in my control panel i don't know what he did he just redirected my site to his site.
so do you have any tips to be secure from hackers next time ?

Did he at least tell you how he broke in?

If it's not your passwords, then maybe a .. just maybe .. a hole in vB, but that is very unlikely I think.

There are only 2 things you can do to secure a third party software such as vBulletin (or any other):

1-Keep it up to date,
I suggest you check your forum version and the latest vbulletin release, and if your forum is out of date, simply upgrade it to the latest release. Also if you use plugins/addons, make sure you check for their newer versions too.

2-Use safe passwords. Change them if they are weak.

The rest doesn't depend on you, it's up to vBulletin, and your hosting to keep you safe if you did these 2 steps.
If your site keeps getting hacked after you upgraded and changed passwords, then you must contact vBulletin and your hosting, to make them fix their own issues (your host server might be out of date, or vBulletin might have security holes).
