In terms of time spent, Visual Basic actually. But that's not web development 
PHP, but it's always coupled with MySQL, HTML, and CSS.
I don't see Perl listed, or others, but if you're using Perl... stop lol.

mmm I would edit these options if you want people to vote on them...
-there is no .net, java, perl, ruby, and these are very popular web technologies.
-MySQL is not a programming language but a database engine (amongst many others), which uses the SQL programming language.
-Same for Flash, why is Flash an option and Actionscript another when Flash is not even a programming language?
-HTML and CSS are usually combined together so if you spend your time in one, chances are you also spend your time with the other.
Try re writing the question with these options:
- HTML/CSS
- Actionscript (Flash, Flex, etc)
- Javascript
- PHP
- .net
- Java
- Perl
- Ruby
- SQL (MySQL, MS SQL, PG SQL, Oracle, etc)
- Others

Oh, just a personal hatred for it 
That was many years ago that I worked with it, so maybe now with a lot more programming experience under my belt it wouldn't bother me so much, but it seems like PHP is a no-brainer for it's simpler syntax and (usually) excellent php.net documentation.

Programming always make me headache. I'm very weak in programming and therefore i know only the most easiest program which is html.

PHP and SQL are somewhat coupled, in my opinion...
I use PHP, MySQL, JavaScript, jQuery (javascript framework), MooTools (another javascript framework. jQuery is better though), (X,D)HTML, CSS, and even some C++
PHP / MySQL are the tops though 
But I love jQuery.
Edit: Oh, how could I forget: I also know Action Script and ASP
