The <a> 'name' attribute and XHTML 1.1 Strict

I'm creating my website using XHTML 1.1 Strict and i am having problems with this.

Code:
<a name="top"></a>
if i link to that it takes to the top of the page which is right. However in XHTML 1.1 you are not allowed to use the name attribute.

Is there any other way i can do it in XHTML 1.1 Strict?

I think you can use id instead of name.

and link to it like this

and it didn't work

Should work. Name was replaced by ID in XHTML 1.1.

I don't know why it wouldn't work.
