Search Engines Ignoring No Index, No Follow

Hello,

I have the following line in the head of my document:

<meta name="robots" content="noindex,nofollow">

It does not seem to be working because I see some spider and robot activity and people are actually finding our site on MSN.

Any ideas? Do I need a robots.txt file to keep them away?

Any help would be appreciated.

robots.txt is the best way to go because not all SE spiders read meta tags.
