Whic is correct
I have seen the following and would like to know what is correct method

1) URL(page1.html)
2) URL('page1.html')
3) URL("page1.html")

Which is correct for assigning the background to an element?

should do, but i think perhaps if I wanted to chose the SAFEST, it would be double-quotes.

Actually, you should not use any quotes. See this thread on Webmaster World - #45

Excerpt:
