I don't mess with frames much but start by not declaring a height. I never declare a height in any div.

If you that doesn't work or you don't get a better answer I will try to find time to look at the one frame page I use for a better answer.

try using css to make sure the div has no padding..

#layer1 {padding:0; \ }
