404.PHP Error Page

I don't know PHP code but I want to create a simple 404.PHP error page, I came across a tutorial but I don't understand a 'widget 404 error page' ?!?! I have no PHP coding experience, I hope someone can help !

Well, on my Windows XP Pro I've created folder c:\inetpub\wwwroot\test, created application in IIS management console, set 404 error page to /test/404.

You can set your error pages from your web host's cpanel which doesn't require any php experience at all...

I know, I want to create for the time being a simple 404.php page. What confuses me is I could create a HTML page then save it as PHP, but why does wordpress insist on a PHP, there must be something I don't know.

on a php page you can run php code witch in a normal html page you can't...I guess that's why
