Dan is correct. I use PHP and Javascript daily, but I've used ASP and Cold Fusion (and sites with no programming, way back in the internet stone age, when we carved sites out of pure willpower). It's like asking a carpenter which nationality hammer he uses. A Swedish hammer works about the same as a German one, and if you know hammers you can use either one.
(HTML, CSS and XML aren't programming languages.)

It is how you take it and understand it.
If you code for the web, then it is programming whether it is HTML or CSS.
HTML, CSS, PHP, ASP,ASP.NET, JAVASCRIPT, RUBY ON RAILS
all are programming languages.
And then when you categorize them
HTML, XML - markup language
CSS- STYLSHEET language
javascript - client side scripting language
ASP, php, ruby - server scripting language
but all these are web programming language.
I have read the thread, may be you did not understand the meaning of programming language.

C is the implementation language of PHP. I wouldn't classify C/C++ as a 'Web Language' personally.

Sorry, no matter how you "take it", markup isn't programming. Programming is algorithms and data structures. A programming language is one that lets you define algorithms and data structures.
Unless you don't believe that words have meaning - then anything can mean anything.
