Link redirects page and opens new window

Hey,
I am trying to find a way to have a link or a button that links to another page but also opens up another window but in a similar way to target="_blank" cause I can't have the window blocked by a pop up blocker. Anyone have any ideas? Can use php javascript html, anything at all.

getting around target="_blank" for new windows mainly causes popup blockers to block them, because that is what they are popup blockers.. and thats what that code would do..
