User Management Systems?

Hey guys, I'm looking for a User Management System. Essentially, I'm working on a website for an Ohio county that will incorporate a lot of user feedback through polls (highly stylized), comments, "likes", articles, photos, etc, displayed on a single page as a bunch of different content blocks in a grid.

I'm looking for a highly secure user system that can be implemented separately from a CMS and store data for each user. I'm not sure if there is anything like that out there, and I can't find anything, but if anyone knows of something that might fit this problem that would be great!

If there is nothing out there that fits what I'm looking for, what would you suggest as an alternative CMS?

I don't know of any systems off the top of my head, but if you're looking for highly secure you're going to want to hire someone who knows how to program securely.

Are you looking for ASP.NET or PHP based?

vBulletin with some good mods would also suffice to your requirements.
Large and authoritative databases comparable to those that power Google and Amazon: Usable Databases.

Either way if you need something customized you will probably want to find a developer. If I were you I would utilize a CMS or forum software that is open source and customizable and have a developer make these addons for you.

I think you must try, and use Ektron CMS. I have personally used for my website. It is quite helpful in many aspects. Ektron CMS allows non-technical users a simple way to build rich and fully-featured Web pages. I find this CMS interesting, and exciting!
