how to change read/write permissions of a file?

hi, i'm using dreamweaver ( don't know if that matters, but i'm wondering how to make a .log file or any file, have read and write permission?

You can do it by hand using a terminal app to telnet in (or use ssh); alternatively, a lotta ftp apps will also let you set permissions. (I'd name one for you, but I'm a Mac girl, and don't happen to know the name of any Windows ftp apps. Howzabout Winftp? If there's such a thing, that'll prolly do it.)

Cute FTP I think for windows. After uploading the file, right click on the name and choose properties. File permissions are there.
I don't know how to do it using dreamweaver though...

thanks, for my server, i had to create a directaory with the read/write permission
