What exactly do you want to do? Read a bunch of email addresses from a database then send a slightly tailored email to each person?

I am my not sure exactly what you want to do but I use PHP to send emails to members. I keep everything on the server side written in PHP and client side in Javascript. Sending emails in PHP is pretty easy.

Sending emails in PHP using the mail() function isn't very efficient; for a large user base you'll want to use something like Mail_Queue (see http://pear.php.net/packages.php?catpid=14&catname=Mail )

Definately PHP. JavaScript is for client side execution only, except if you use something like Node.js.

Oh, you're on Windows? I'm not sure how to set up PEAR on Windows.
Your best bet is to install the PEAR manager (here: http://pear.php.net/manual/en/installation.getting.php), but I can't really offer any hints or guidance because I've never done it before.

For an Ubuntu server, it's as simple as
Code:
apt-get install php-pear pear install Mail_Queue-1.2.7
Alternatively, download 7zip and extract the files to a folder, then require_once("PutTheActualPathHere/Mail/Queue.php"). You'll need all of the PEAR packages listed on this page if you do a manual install: http://pear.php.net/package/Mail_Queue/download

http://pear.php.net/package/Mail_Queue/docs - More information
