Active hover state CSS

hey guys..i'm trying to get the green hover state to cover top to bottom at 50px in height. As you can see it's only hovering at 25pixels over the Home link.

what am i missing here in the css? ul.hh-hmenu>li>a:before, ul.hh-hmenu>li>a:after { position: absolute; display: block; content:' '; top: 0; bottom:0; z-index: -1; background-image: url('images/menuitem.png'); }

I don't see anything strange on the webpage. Maybe you have already fixed the issue..?
