Coded download link generates error

So I've been trying to set up some ZIP and MSI files to be available for download on my website. In IIS, I have the files in a separate folder and added as a virtual directory (/IAS). I've coded a link that directs to a href="mywebsite/ias/IAS_v4_Additional_Models_v102.msi target="_blank" but when I click on it, I just get my "Oops!" 404 page. The files are there, I'm fairly sure I'm looking for them in the right manner, but I can't seem to initiate a download. I feel like it's something stupid simple... What am I doing wrong here?

Do you think the part I made red below might have something to do with the problem?

href="mywebsite/ias/IAS_v4_Additional_Models_v102.msi target="_blank"

Your target should be mywebsite/whatever folder you have the file/filename.

Also ias and IAS are two entirely different folders (just in case I misread)
