What's the deal with email's poor HTML/CSS support?

When I first was introduced to designing HTML emails, I went about it as I would a normal web page. Using divs and floats etc., only to discover that it really, really didn't work in the real world.
After reading up on email' poor HTML support, I was left wondering why it was like this?

Why are we, in 2015, developing emails with tables and spans as if we are still in 1997?

Is there some kind of physical restriction that prevents email client developers from implementing proper, updated code support or do they just not bother to do so?

What's holding them back?
