Can you copy/paste the code here to show us exactly how you defined the tag?
It`s hard to give a proper opinion when you can`t see the code.

Do you have a !Doctype declaration? Try doing something like this:
HTML Code:
<!DOCTYPE html> <html lang="en"> <head> <meta charset="utf-8"/> <title>XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX</title>
Where you set your title after the meta charset.
If this doesn`t work, I think you should try to declare the encoding in the HTTP header and see how that works.

You guys are mixing HTML5 and XHTML.

Set it at the server level:
Quote:
On the popular Apache Web server, the HTTP Content-Type header for a resource
can be set up in the .htaccess file, as follows:

<Files example.html>
ForceType text/html;charset=ISO-8859-1
</Files>

This would force the file example.html to be served as ISO-8859-1 even if the server had a
different global configuration.
