What needs to develop premium wordpress themes

I have a basic knowlege of html and css i want to develop premium wordpress themes should i learn php in deep or just learn the basic

Sounds like a lofty goal for someone without much (if any) programming skills. That said, I'd suggest grabbing a Responsive theme, then taking it apart to see how it works. However, diving into PHP isn't a bad idea either. Knowing how a theme works, or being able to at least modify some themes knowing PHP, can always help you down the road, even if you don't end up being a theme builder.

Is Diving into PHP can help me to functionalize an existing or new theme Or it will also require some knowledge of Javascript too?

Probably (my bolding above). But, like I posted previously, find a theme, take it apart, see how it works (all the various elements - and yes, scripting too), then you can decide if theme development is something you'd like to try.
