There is a free graphics program called Gimp. I couldn't reccomend it personally as I have only Adobe photoshop/Illustrator and Corel Draw.
As for the tutorial.. I found this blog:
Convert your psd to css and html

For the full version of Adobe Creative Suite you are looking at $650 from Adobe $170 to upgrade from a previous version

Hello,
it is a bad practice to use programs to convert designs into XHTML, (fortunately) they are not able to think about semantics, compatibility, SEO, user accessibility. So the best you can do is learn the language and do it yourself or hire someone.
Maybe you can get some good CMS to create code for the content of your pages. But for the design there is no such solution yet.

Not having a program that does all the work automatically (but with no compatibility, accessibility, portability, SEO, etc.) is the best way to learn, don't you think?
I mean, when you try to learn to swim you don't buy a boat

Well it is the same thing as taking someones template and messing with every parameter to find out what the heck it does... and when you can't figure it out.. you google it. It may just be me.. but it is easier to take things apart and then try to put it back together to understand how it works. Whoa... I just sounded like a guy >puts on some lip gloss to assure herself she isn't<

Nothing if you have peer 2 peer. Not that I have p2p abviously and i dont have an illegal copy, but if you don't want to splash the cash be a criminal.
Of course you will probably end up in jail.
P.S. I heard MS Paint is the best web gfx package out there at the moment
