Idea for a vBulletin Plugin
I was thinking it would be great if there was a vBulletin plugin that disabled posting of live hyperlinks unless the poster had a certain level of reputation points.

Good idea?

I'm not so sure this is a good idea, as the reputation system is often abused and seems to be more a measure of popularity than anything else.

IMO - a better way be to block live links until the user has a certain number of posts, not counting posts in certain forum sections like new member intros, lobby, etc.
