encoding guessing

does anybody know of any scripts out there to help determine how a given block of text is encoded? i'm going nuts trying to figure out what charset this set of text is.

I think he wants to find out if a given piece of text is encoded "Plain ASCII format" or "UTF-8 Unicode", "ISO 8859-1", etc...

I don't know if it is possible to do that with PHP, ASP or JSP.

Right, I mean that i'm taking text from a source that has it encoded in a way that's not displayed properly in html, and I'd like to know what the original encoding is.

I've been googling with no success... you'd think with all the brain power on the net today, encoding would be less hairy of a situation by now.
