Scrolling Marquee Image Help Request

I need some help with php coding. If you go down the left side of the site near the bottom you will see a panel titled "Latest Comments". This panel should be scrolling up.

My Goal

I wish to have an image with an arrow pointing up so that when I hover my mouse over the image the text in the panel will scroll up and the same for the down arrow (to scroll down). I wish that the marquee not scroll unless the images are hovered over.
