Locking a scrollbar?

Sorry if this seems like newby question; but I'm a little buggered right now. I spent the better part of the morning searchin google adn Htmlgoodies.com And I havnt been sucessful yet.

Basicly what I'm trying to do is when the user clicks a link on my index.htm page a _blank window (say 500;300 as an example) will come up and the scrollbars will be displayed only when necessary. And also to to disable the users ability to resize the window.

The part that really erks me is a month ago I could have done this off the top of my head, I want to say it was a DHTML thing. hate it when that happens.
