Actually, both Imap and Pop support leaving emails on the server and offer different levels of removing emails from the server. You will need to check the accounts under the tools bar in outlook express and check the advanced setting for the particular account that you are using.
"Leave a copy on the server" is unchecked... always has been.
I have checked and there are no messages on the server, yet the email still goes out to people...
I spent a year offline and things got backed up. I cleaned everything out about a month ago and I guess it's still been sending the messages every since.
I'm not sure when it started, but I have gotten complaints for about a month now.
And like I said before, I get all the emails just fine.
It's definately not outlook express doing it. I just looked through all the options and there isn't any reason that it would. I think the best idea was your own that you should delete the account and re-set it back up. Somewhere the server still thinks your inbox is full and that should clear whatever cache is causing the issue.

I used to get 400+ a day in that one email address alone. Now I don't get so much because I think the message that gets bounced back helps remove me or something. lol...
