I know of people designing on 128MB of RAM, so I would guess it is pretty low min.

Seems all to easy to spend more then you need too in this area. But you don't want to have to replace/upgrade your machine the month after you bought it either!

I am doing quite a lot of my work on a Sony Vaio Laptop at the moment. Its a pentium4 2.66Ghz with 256 of RAM. But it really slows down when you open a larger programme. Its like jogging in a swimming pool.

Well it really depend what software your using. if your just using notpad you don't need very much, but if your using dreamweaver and photoshop at the same time i would recomend at least 1GB of Ram, 2GB will see a noticable difference. and a reasonbly good processor, maybe 2.8Ghz and you should be fine

To be honest a 486 with 32mb ram would do it just about, but if you start to use some site design software, you may need to increase the memory size a whole heap.
If you talking about setting up a small site at home via dsl connection then you may need a Pentium 4 with around a gig a ram and use an operating system like Linux red hat strike which makes setting up a dns quite easy to do, but it is a heap of work and you will need to know what you are doing.
For writing a website then even a small slow oldish PC should do the trick for you.
A friend of mine has an old Amstrad 8086 which he took all the components out of and he then built it into a huge ten foot high case, four foot high speakers standing next to it.
I though it was a brand new state of the art super computer until I noticed a single 5/25 inch floppy disk drive on the front of it and the penny dropped.

I hope this helps you out.
Heaps of regards
Dave Andrews
