Setting up Proxy

Living in Kenya. With slow broadband ADSL. Over 60 years old. Irish by nationality. My system: Inspiron laptop 1501. OS is XP Home edition.

I wonder whether there is any way around the following without doing anything illegal?
I want to access an English Sports Radio channel (BBC 5 Sports Extra) which blocks live commentaries on some events to people living outside the UK - something to do with contractual arrangements. I saw in a discussion group that if one can locate a free proxy for U.K. and set it up that this will work? If this is possible, and if I managed to locate such a proxy, how do I configure it?

I have done the following: I have found a UK proxy server which might do, but do not know how to install it. (I know that I will have to find and experiment with other proxies. I am using this one as an example)
GB3DC #1 82.153.152.12 8100 18:23 Ready 1.2.3 www.gb3dc.co.uk [No -R -L Connections Please]

I also found these instructions:
Proxy Settings in Internet Explorer 6.X
1. Click "Service" \ "Internet Options";
2. Click "Connections";
3. If you use Dial-Up connection, choose your connection and click "Settings" button.
if you use LAN connection, click "LAN Settings" button in the "Local Area Network (LAN) Settings" group box;
4. Enable "use a proxy server";
5. In fields "Address" and "port", type proxy name and proxy port number;
6. If necessary, enable "bypass proxy server for local addresses";
7. Click "OK";
8. Click "OK" to close IE settings.

I have typed in the 'Address' (www.gb3dc.co.uk [I suspect this is a mistake, that the address to be typed in is the IP address which in this case would be 82.153.152.12 - I think). How do I know that 'Port Number' to use? The port number '30' appears when I type in the Address and I haven't changed this.
Do I have to do anything else to get it working? For example what about the I.P. Number? Do I have to insert this somewhere? Help appreciated.

you need to get uk proxy ips n port no & add to browser...seelct d option use proxy....but also u can checlk prosy sites located in uk...& watch movie online if it's supported
