Some questions regarding declines, filters, etc.

First, a great shoutout to the v7 people, who've made this program possible. Super awesome job guys!

Second, I have a bunch of questions now that I'm getting quite a few requests for ads...

1) how is *my* site chosen for ads that seemingly have nothing to do with my content or focus? If I write a post about something completely off the wall from my site's niche, how does that help the advertiser, and conversely, will it negatively affect my SE placement?

2) I assume that declines are expected, since that option is listed in the PM for each advert. Given that, could I simply use the option to decline as a primitive filtering tool, so I accept only those links which are at least moderately connected to my site in some way?
2a) if so, will I be flagged as a 'squeaky wheel'? will advertisers stop requesting my site? will i get kicked out of v7?

3) Is there anything in v7's TOS or rules that states declining jobs based on dollar value is grounds for dismissal from the program? Am I allowed to simply decline all $10 jobs and wait/hope for more $20 or $30 jobs? Will this affect my status in v7?

I'm not trying to blackhat or skirt the rules or find the weaknesses in the program to exploit them. I'm genuinely interested in creating better ads for the companies that are paying for them, and I'm interested in keeping my site clean and fresh and moderately focused; and I'm interested in increasing my monetary return--if I can do one $20 post instead of 2 $10 posts, then that's a better expenditure of time on my part.

Any ideas or thoughts on this?

You will probably not be chosen for any assignment not related to your niche

2) I assume that declines are expected, since that option is listed in the PM for each advert. Given that, could I simply use the option to decline as a primitive filtering tool, so I accept only those links which are at least moderately connected to my site in some way? [b] You are free to decline any assignment you get. But to refer to answer one, you aren't likely to get assignments not related to your niche.
2a) if so, will I be flagged as a 'squeaky wheel'? will advertisers stop requesting my site? will i get kicked out of v7?

Refer to answer one and two. And No, this will probably only occur if you mention it's a paid post.

3) Is there anything in v7's TOS or rules that states declining jobs based on dollar value is grounds for dismissal from the program? Am I allowed to simply decline all $10 jobs and wait/hope for more $20 or $30 jobs? Will this affect my status in v7?

I wouldn't wait for the $20 / $30 jobs unless you have a high quality pr5+ blog. Advertisers are most likely to pay the minimum to get their name out. I'd say accept all you get and be happy with it.

I have a PR5 blog and I've started getting quite a few $10 jobs, and recently got my first $20. I don't want to turn my blog into an advertising-only site, which means I'm going to have to turn down some gigs. And it stands to reason I'm more likely to turn down the $10 gigs over the $20 ones. Believe me, I'm happy with what I'm getting now, that's not at issue.
