Liberalism is Liberal Socialism

Classical liberalism was individualistic and opposed welfare statism and collectivism.

How did the word "liberal" come to be associated with welfare statism?

LT Hobhouse published "Liberalism" in 1911. It put forth the ideas that we currently identify as liberalism. He called it "liberal socialism".
