He kept resisting arrest even after he was on the ground. They had him face down and he forcefully rolled over and attempted to get away. As a cop, you're going to be thinking "what is this guy up to?" and be wary.
I've been arrested plenty of times, and put in 14 jails that I can think of off the top of my head, and have had a cop fabricate facts against me, and have had a cop demand bribe, so I'm not a fan of police. But the fact is, you cannot resist arrest and think they'll just let you go. You have to obey cops. That's the law, and they like enforcing it.
Tasering the kid was probably the nicer of the options they had available.
