Can't connect to web&Ftp.happen 3-4 mins/hour Pls help m

I have some question
I am a new member of dedicate server
Since i have own server it has something happen to me
That is....Why I Cannot connect to website and Ftp
it happen every hours about 3-4 mins/hour at the same time ..every hours
it happen with website and Ftp only but SSH is still okay when happen about this .....
Pleae help me
How to fix it step by step ?
How should i do please......

Dolly, Do you have your server at server beach?

I only ask because I have experenced the exact same crap ever since getting my server over there. What I experence is not tied only to my server either. When it happens it happens for all of the servers I know that are hosted at SB. Repeated compalants always come back to the answer "It must be something on your end" and I know that a load of BS because many people have reported the same thign from all over the country.
