Problem with Godaddy Virtual Dedicated Server and Latin Characters

I have recently migrated to a Godaddy Virtual Dedicated Server from a shared hosting account. In the process I have not been able to set up my server so that the emails we send are able to show latin/spanish characters. Our emails present a bunch of weird characters instead of accents and other latin/spanish characters. I have done all recommendations indicated by Godaddy but the problem wont go away.
Anybody have any suggestions?
I have a linux VDS (PHP).

I dont really have a suggestion but to switch to a different host....
GoDaddy outsources their support services to workers in third-world countries.
You would have a hard time getting support and understanding the things they are saying.
