Well,
It makes sense to run it on a dedicated server powerful enough to run a few VPS's ( that you sell )
Seems silly buying a VPS hosted by someone else just so you can sell it on?
You may be better off re-selling rather than starting a business in a VERY VERY VERRRRYYYYY saturated market.

Judging from your questions, I would say that a dedicated server or a VPS would be a bit much. Start off with a reseller hosting account, sell shared hosting, and gain experience. Once your business grows, or once you decide you wand to expand the list of services, look for fully managed VPS or dedicated, so that in case you do a mistake or need advice on server management, you can rely on your provider for help.

With a reseller account you do this and they get this stuff. I think you are confusing a reseller account with an affiliate account?
Have you done any research on web hosting before deciding this is what you want to do? You are asking some questions that make it sound like you are jumping into this without being knowledgeable about hosting.
If you are going to offer hosting, ya gotta know your stuff. Customers are going to be asking you questions and won't wait for you to research your answer/solution.

You can still install or have your host install a control panel, cPanel, Directadmin, Plesk to name a few. You will also need a billing software if your want to automate that too. WHMCS gets good reviews from what I've seen, but there are others like say Clientexec that might be cheaper.

Hi
If you wanted to start a hosting company, i would say get a dedicated server to start you off.
If you Search google or WHT ( webhostingtalk ) you will find plenty of providers, though make sure you do your research on the company you choose.

Depends on your budget really. If you have a small budget and are looking to start small you might want to get a master reseller from a reputable company. Where do you want to be hosted, what type of content will be hosted? Is there anything that would be considered illegal if hosted in certain countries? things you need to decide.

If you want a full control, than starting with a dedicated server is best option, as you will have full control and decide what package, what addon you want add in your server and how you want manage your client.
About billing you can choose WHMCS will be good, and cpanel is good for control panel, whichever host you go, they should able to setup all these for you, so check with host before you buy a dedicated server, if they can setup all this for you

Nowadays, VPS would be a better choice for a starters that does not have large client base and with cPanel + WHM , migration from VPS to dedicated server would an easy job.

I would recommend starting with a VPS. Managed is best as the provider will provide the much needed support you need so you can focus on getting customers instead of trying to fix stubborn problems. Then when you have the customer base, upgrade to a dedicated server. If your using cPanel/WHM this is easy as clicking a few buttons.
You can find heaps and heaps of cheap offers on this forum as well as Web Hosting Talk for managed servers. Just remember to do your research first!

I would also recommend starting with a VPS. A managed one. You'll pay a little more up front but having the provider to help you with stuff will increase your learning rate. That extra you pay up front will pay off big time when you're ready to move to nonmanaged VPS or a dedicated server.

There are some really well run VPS providers out there that offer a great service for a price far less than a dedicated server. Unless you have substantial traffic from the applications your putting on the server, then a basic VPS will be fine.
A $30 a month VPS can run CentOs with Cpanel and serve 10's of thousands of pages a day of static content, less if you have database driven applications.
If your not technically inclined, then a Managed plan, where a provider takes care of things for you would be a good idea. If the provider you want to use does not offer a managed plan, then you can hire a management company to take care of your server. Basic server management for a basic web hosting server is normally around $20 a month.

yes, before moving on to dedicated server would suggest you start with VPS.
that must cut your cost of expenses. Start with unmanaged VPS (servers) and manage yourself with your team. You would need to learn stuff like multiple DNS setup and control panel s/w and server config/administration part and on.... Prepare for sufficient fund to run biz for 2-3 yrs and do not expect the return immediate and it must be long standing service.

What is your budget for this.
If you can permit a dedicated server go with it. It will save you time rather then:
Go safe with a vps. If you'll open it means you don't have clients yet. And maybe you will get them but the bills will be something for sure.
