That's hard to advise you a dedi as you haven't specified your needs in terms of resources but still I know hostgator and serverpoint have decent servers which are inexpensive and can be used to meet the needs of any discriminating web master.

Are you looking for a managed server or unmanaged server? Need to know roughly what your budget for this is to really advise you anything. Whate are you going to be running on this server? A good way to go about this is to find a few companies offering what you are looking for and contact them directly for a quote via their website. Lets you judge their response time and knowledge level, along with price. Make sure a solid backup plan is part of it without paying extra. Stay with a good company that been around awhile and avoid the budget/cheap hosts, you will have more problems down the road then its worth saving a few bucks. You get what you pay for...

Well I know also yazuhost has provided dedis on the Windows OS.
They are located in EU and have affordable prices.
