raymondjohnson, I'm afraid you don't even know what IP spoofing is because it has no application to web hosting. IP spoofing is almost useless for TCP connections (especially HTTP), it only works for the client, not the server, and it is blind. A client making a connection with spoofed source IP does not receive data back, it can only send data.
For a web server, in order for someone to make a connection to your home computer, your website domain's DNS server has to return the correct and valid IP of your home computer. If you're listening on a spoofed source address on your home computer, and your DNS server is giving out that invalid IP as a response to lookups for
www.yourdomain.com, the client's web browser will try to contact that invalid Korean IP address, not your home computer. How would the client ever guess how to contact your web server?
Anyways, I'm wondering the same thing as the original poster. Where on earth can you find a hosting company and foreign government that is unsympathetic to requests from the FBI, DEA, etc. to shut your site down? Sealand isn't a viable option, it's not economical nor do I find it trustworthy. The Netherlands are an okay option for some types of content, and Russia is probably one of the best options. However, how do you find out what Russian hosting providers as good, if you don't speak Russian?
