Frankly speaking it's difficult to find something decent for $80 but I know that Ahosting.biz has promo dedis strting from $59 per month (Intel Celeron 1.7Ghz).

I'd recommend ThePlanet, they have one for $69.
I do not recommend LayeredTech if you need this server fast, my past experience, I've ordered a server from them, but it took A WEEK to setup, so I canceled.

Must be good enough for a basic dedicated. You may not get cpanel with that budget, I am afraid. better idea, get a good VPS!

Might check out www.openreaction.com, I have a server there, the support is great, 10mbit unmetered on all servers, setup time was around 9 hours.

My server is $80/month but that was a promo, the normal pricing starts at $99/month.

I agree but you might want to check out HostGator for a managed dedicated server. They use the planet's servers.
