Is there a tried and proven formula

I'm looking for a better coordination between httpd.conf (or apache2.conf depending on apache version), php.ini and my.cnf. I have it 3 different ways on 3 servers and portions of all of them work better than the others. Most of the settings I understand, some are plain educated guesses and luck.

Is there a "formula" for lets say, a two processor server with 2 gigs of memory VS a one processor with one gig of memory. I'm hosting mostly bulletin boards and other apps using MySQL intensely... the load could be better I think.

There are no formula. But I would recomend you bvisiting Vbulletin support forums for more information. There are skilled forum users. And they might give you better suggestion then web hiosters because they have more experience on it.
