Some of the newer phones have amazing resolution but they never seem to have a quality lens. IMO any camera with a quality lens that can capture at least 5 MP is good enough for most web images. Phone lenses tend to be wide angle, fixed focus and apeture.

No there is no software that can improve a lens.

I own Photoshop and Photoshop Elements. For straight photo work I prefer Elements. It can handle RAW files from my camera and my older version of PS can not. When you have the RAW file you can often correct everything except out of focus to a usable degree.

You can edit them in ACDSee. It's very easy to use it. If you want to edit them in any details I recomand to you Adobe Lightroom, but you have to take the photos in raw format.

I'm not sure about the hardware portion of your question, but I recommend photoshop for photo editing. They also have an APP, but it's not near as extensive as the desktop version

Photoshop has got over dozen of tools for changing the quality and giving special effects, however it is paid program. you can probably use gimp, if you're after a free one.

Adobe Photoshop is by far the most advanced and best one. However, just to optimize images (and for most other tasks), GIMP works just fine and it's free.

Photoshop, Lightroom, and Aperture are the best ones to edit photos in my personal use.
Photoshop obviously has strong editing features while Lightroom makes your work flow easier. Aperture has some great adjustment features as well filters you can use.

For commercial work you need a good camera with good aperture and high iso performance. Always remember its never about megapixels

Use photoshop it will give a look to your photos. Quality will also increase around 30-40%. You can't make it completely a high quality pic or a professional photo in your language by editing. Capture it with high resolution camera then only it will gain professional look.

I have found Lightroom to be much easier than Photoshop, but in general its changes are global. There are ways to mask and apply changes to certain parts of the photo, but they aren't always the easiest to use.

I use to use GIMP because it was free. It does have a lot of source material on the Web as does Photoshop and Lightroom. I believe Lightroom even has a mobile phone app now.

I like photoshop. I use it personally and also at work for years. It's quite easy and intuitive. With it's quantity of options and addons it gives you pretty big area to work with.

Photoshop has a load of features that you probably won't need. I have it but often end up using iphoto just for the speed of it. eg crops and simple correction.
