Probably not with your cell phone.

With your DSLR whatever you can bring into focus with whatever lens you have. That image may not be true Macro since it is probably no more than 1-1 ratio. It is a nice close-up.

you must have a DSLR for this and need a lense which can be set to the manual focus.

and you are done.

If you want to capture this type of pictures then you need best DSLR camera, or any Photoshop professional to enhance your picture quality

Its not such a difficult technique. But it is almost impossible to get a shot like that without a reflex camera. It permit focus only on the object while everything else is blurred. It is called Depth of Field.
