This is debatable. The fact that his site does not have any PR yet means that his site hasn't been crawled by google, which means it could be some time before your link is even noticed by search engines. This is especially true if you have a deep category, with few submitters. So up front, probably no affect.
However, if this directory lasts, it is sure to eventually gain some PR and pass on some sort of value to your site. Although, it may be little to unnoticable, there is still value there. Judging by the rate that he's slamming the launch of his site and not adding any sort of value to the directory, chances are any traffic you attract now, will not be there in the future. There is the potential for him to continue promoting his site, which could lead to bigger/better things down the road.
If the directory does get large, the owner will probably start requiring a fee for submission. At this time you will have grandfathered into the directory and merely be able to reap the benefits.
My feelings, it's a bad start not having any requirements and just approving everyone, but it's not my directory.
