Yes, actually me and my friend Jamey are collaborating on something like it for a client. (he designs, I seo). And basically he wants a whole new site done for it. A site with 5 wordpress blogs integrated, all custom. It's actually not all that hard. Here is a site he has shown me as an example of what he likes:

I've heard different stories. They should be performing just as well since they are country specific. You can't discriminate against a country, correct? Well, I've also been told that since they are free, they are being overloaded with spam sites and that search engines therefor have decided to be more reluctant at getting them listed/ranked. I actually am going to register frogengine.be if it's available. Do you have a link to a free registration page for them?
