Well they are still at it. Domain Registry of (fill in name) is still sending out mailings which are misleading.
Most of the time I get calls or emails from my customers that they got a notice about a domain name from Domain Registry of Canada or Domain Registry of America. Well today I got one for one of my own.
These people are not the official domain registry of whatever country they put in their logo/letterhead and on their envelope.
It is a misleading letter trying to get you to switch away from your current domain name registrar.
Don't be fooled.
These people have been doing this for years and no one (at the authoritive level) seems to be able to stop them.

Shred the mailing/dump the email and go check on the domain registration record for your domain yourself.
If you are not happy with your current domain registrar you have 60 days (usually but double check the Terms of Service with your particular registrar) to move
before the domain expires. If you wait to the last minute you will be out of luck.
