I know one gov site it's easy to get backlinks too: blog.tsa.gov. They use google's blogger platform and as long as you comment is relevant you can get it approved. Though I think it's no-follow but I'm not sure.

As far as buying .edu or.gov sites are concerned, don't think that's possible.
