Yes it is secure & you can go with it without any problem. But I'll suggest better to go with a paid SSL. Because Cloudflare free SSL will not give any boost in your site ranking. As well as some browsers also have compatibility related issue with it.

If I wanted to pay less than 10 a year, which SSL would be best?.

I've noticed COMODO and RapidSSL are under this price.
Are they any good?.

Does moving the website from HTTP to HTTPS will break the existing backlink on the website.?

No it will not as you will put a redirect in place to convert all links to the new format. Leave that redirect in place so when someone lands on a http: link you created on another site redirect to the https:

Here is 1 plugin I have installed https://wordpress.org/plugins/really-simple-ssl/

You can also get free SSL certs from letsencrypt.org. You need to have root access to your hosting to use their service or your host has to directly support it from their control panel.

If you bought a decent host from branded host provider, a free SSL could be found in Cpenal. It's called "Let's Encrypt".

Here is the host list support Let's Encryp

This what we are discussing. Free vs Paid SSL. With $20 Cloudflare plan, I get five different levels of SSL. I have gone with Full Strict. Is there paid SSL also available separately for purchase at Cloudflare?

Yes you can choose a cloudflare paid ssl for security since it improves your google ranking of the site. You can just seek this plan in BigRock or GoDaddy.
