I'd say the best cheap one would be GoDaddy. They usually have a coupon that brings a .com down to $6.95 (goox3004at is active last I checked yesterday)
And other coupons as well. But you can't really beat $6.95 for the reliability and security you get with it, you may find a domain for maybe as low as $5, but I doubt it would be as good as GoDaddy.

I could recommend these two
1) NameCheap
2) GoDaddy
The former is good for the first year, as it comes with free Privacy Protection, but subsequent years will have to pay.
The latter is better in the sense if you have more than 5 domain names, Privacy Protections are free.
Furthermore, the prices between the two are rather similar, and their services are so far decent and acceptable.

If you plan to buy whois protection, then Namecheap.com free WhoIsGuard pack may come in handy and don't forget about their discounts, to go with them is a sure way to get quality service and a lot of features in the member area.

I just always stick with either Godaddy or DomainSite.com. Godaddy is $7.20 with tax, and domainsite is about the same.

I normally used 1&1 but they've been a bit flakely recently. They seem to take forever to register domains. Moniker is really quick but more expensive.
