Expired domains are available to anyone, so you can register them through your favorite registrar.

As for expiring domains, try a service such as snapnames.com, pool.com, namejet.com etc

You have to realize that some registrars run differently and are unable to pick dropped domains immediately and you will never be able to get dropped domains using them, Moniker.com would be the best!
